ERROR :

 The application failed to initialize properly (0xc0000022).

REASON:

 The permissions aren't setup properly on MSVBVM60.DLL in your Windows System32 folder. Seems as though this problem surfaces if OPSSQL was installed when Microsoft Anti-Spyware software was running.

RESOLUTION :

  1. Go to SYSTEM32 folder
  2. Locate the MSVBVM60.DLL file and right click on it, and select Properties
  3. Go to the Security Tab
  4. Click on Add. Type Everyone and hit OK
  5. Back at the Permission form, make sure Everyone is assigned Read & Execute permissions
  6. Click OK

I actually had to do this security tweak on msvbvm50.dll and msvbvm60.dll before chrome would load properly. nice work on the tutorial, i was frustrated at first because i had no frigging security tab. read the related article and kablam, it was right there. nice job. Approved: 8/14/2010 4:26 AM

This article was great, but it was by a comment of the related page that solved a secondary problem. I wasnt able to see the security tab when I right clicked the properties. To fix this: Restart your computer in Safe Mode and then the security tab will appear. Approved: 5/12/2010 3:16 PM

I have noticed that some computers can only access the security tab through the administrator account which as far as I know can only be used in safemode. That and this will not solve all the problems relating to this error as with a couple programs (seems to be ones that utilize your interent connection) will give you this error even thought the problem has nothing to do with rights.
